I would just like to make an observation about the main title on the page, and ask if that is an apostrophe rather than an 'okina in our state name?

Yeah, I noticed that as well. Thanks for bringing it up. I brought it up with our webpage designer and he said that he was aware of it but because our page has to support Korean language font, it cannot support Hawaiian language font at the same time and that's why it looks the way it is.
